Abstract
This article analyzes the current state policy of Chile to overcome crime. It is noted that the study of public opinion regarding the personal experience of the people, demonstrating the improvement of the security situation (public and private) for the last 10 years (since 2005). However, the respondents’ perception of security problems has become much more negative, which is associated with the general deterioration of these indicators in the region, as well as a keen attitude of Chilean society to social inequality, which is considered one of the main factors for the growth of crime. Special attention is given to special programs to ensure public safety, and various governmentalpractices of the fight against crime, including the interaction of the police with civil society organizations.

Abstract
The regional financial architecture of Latin America is in the focus of this article, from the author’s point of view. There are intergovernmental and hybrid multilateral financial institutions which provide finance within official development assistance. IADB, CDB and CABEI present the first type of financing, while BLADEX and CAF are cofinancing type in discussion. Hence, their practices and credit portfolios are analyzed to emphasis specific. The Latin America Reserve Fund (FLAR) has been created to cushion liquidity in case of sudden stops in capital flows and trade deficit.

Abstract
In South America in the 1960s and 1970s the contradictions of economic, social and political structures were deepening. In order to surmount the structural crisis the different political forces, tendencies and governments elaborated various strategies. These attempts aiming at reorganizing the society led to undermining the hegemony of ruling governing block and radical transformation of state apparatus. Progressive and regressi-ve forms of military dictatorship and excepcional states of the new militarism appeared on the continent because of the Brazilian military takeover of April, 1964. Formally these state systems were set up by the institutional takeover of the armed forces. The military governments strove for the total reorganization and modernization of the societies in their all - economic, political and ideological - territories. The study aims at analizing the diffe-rent models of modernization during the past sixty years.

Abstract
The article focuses on the peculiarities of the Latin American and Caribbean participation in the international trading system. The author analyzes bound and applied tariff levels in Latin America established when joining the World Trade Organization (WTO) and lists the reasons why the international trading system and the WTO in particular are crucial to Latin American countries. In this light the article investigates the phenomenon of megaregional agreements and reviews the risks they pose to Latin America and to the international trading system in general.

Abstract
The article analyses extraregional aspects of Uruguay’s foreign policy during the presidency of José Mujica (2010-2015), namely the development of relations between Uruguay and the USA, the European Union, Russia and countries of Asia and Middle East such as China, India, Iran, Palestine and Israel. This aspect of Uruguayan foreign policy is particularly relevant amid the crisis in Mercosur, when Uruguay is trying to mitigate its adverse consequences for the country’s economy by expanding trade ties with the other countries, both within Latin America and beyond it. The relations between Uruguay and Latin American countries are touched upon in some investigations while Uruguay’s active foreign policy in other regions isn’t studied at all

The article offers an inquiry into the development of indigenous political movements in Latin America in 1990-2000, presents the analysis of the political culture of traditional communities as well as analyzes the correlation between the political strategies adopted by ethnic movements and the effectiveness of the political participation of indigenous communities in several Latin America countries.

Abstract
The article analyses three basic themes in the peace negotiations between the government of Colombia and the FARC: agrarian question, political participation and drug-trafficking. The article deals with the state of these problems presented in the historic perspective and with some variants of its resolution included into the Final agreement with the FARC. The author attempts to evaluate these agreements and to explain the declining of the agreement in the referendum (2016) for its approval.

The emphasis is made on the role of the countries in international capital flows and the relationship between Russia and Latin America in terms of investment.
